Starting on January 12, 2009, all persons traveling to the United States under the Visa Waiver Program (VWP) must first obtain an approved travel authorization from the Department’s Electronic System for Travel Authorization (ESTA).   VWP travelers must electronically provide basic information to DHS and gain approval before boarding their plane to the United States.  Under the prior law, VWP travelers filled out this information while on their plane or in the customs line  on form I-94.
